Why Running: I have lived in Radcliff for as long as I can remember. This is my HOME. I have a deep connection with both the elderly and the youth of this community and feel that I have something to give back, to safe guard and protect as well as provide opportunities for a better life. Also, with the new Mayor and Council, I feel that it is very important to have someone on the Council that can work well with all people and that has the experience so we can hit the ground running.

Top Issue Beliefs: The first issue is always the budget. We have to keep a balanced budget and make tough decisions to grow and to meet the needs of the community, while keeping the city an affordable place to work and live. Quality of Life is my main focus. Quality of Life included safety at home and in the city, nice affordable homes, employment opportunities, education opportunities, shopping and restaurants, safe streets and sidewalks and recreation for young people. The other major issue is economic development. We must work on keeping the businesses that we currently have while attracting new business and industry to our area.

Radcliff Optimist Club member 41 years (Distinguished Outstanding Club President, KY-West Virginia District Governor, 6 States Regional Vice President of Optimist International, Member of the Board of Directors for Optimist International).

20-year corporate member of the AUSA, served 2 years as Chapter President.

Served a 2-year term on the Hardin County District No. 1 Water Board.

Served one term on the Patton Museum Board of Trustees.

Served a 2-year term on the North Hardin Hope Board.

One of the original ten members who incorporated the Bank of North Hardin, which is now Chase Bank, and served as a Director.

Appointed by the Kentucky Senate to a 4-year term on the Kentucky State Fair Board. Reappointed to an additional 4 years by Governor Collins and selected to serve as Chairman of the Board. Responsibility of Board and Chair included the management of 300 employees with an annual $20 million budget. Developed long-range construction plans for the expansions that have been done at the Kentucky State Fair Grounds for the past 15 years, including overseeing the $13 million renovation of Freedom Hall. Involved in all major contracts, state fair, trade shows, and conventions at the fair grounds and Convention Center. Periodically briefed the Governor on events and plans of the Board. Appeared before the House Senate Appropriations Committee, met with the agricultural interest of the fair grounds, and all other groups and organizations that had an interest the the facility which included the University of Louisville.

Why Running: Radcliff has a chance to become a great community. I have something to give, and my experience shows my commitment. I believe everyone should work to make a community better for those who follow.

Top Issue Beliefs: Expedite construction plans for new roads and streets for Radcliff and northern Hardin County, alleviating the traffic congestion presently in Radcliff and Fort Knox.
Expedite and follow through with plans for curbing, sidewalks and improving entrances throughout the business district of Radcliff on 31W. We need to give commercial and residential property owners' incentives to improve and upgrade properties in the old areas of Radcliff that were developed before planning and zoning were required.
Recruit industry and business that include retail stores and restaurants that would be conducive to our growing volume of high school and college students needing employment. Restore community spirit.

Why Running: A voice for the citizens; with strong visions for making positive decisions promoting quality of life for the betterment of our communities.

Top Issue Beliefs: Education: Children are the world’s most valuable resources they are also our last hope for environmental renewal. Growing greener schools is a series and a movement empowering students, teachers and parents to incorporate green ideals into both school buildings and classroom curriculums.

Elderly: And thou shalt Honor every person at some point in life with both become a caregiver or receive care from others. And thou shalt Honor takes a critical look at the frightening prospect of aging America and offers compelling solutions for wellness and dignity at the end of life.

Designing Healthy City: How do we address public health epidemics such as obesity, heart disease, depression and diabetes) the answer lies in the environment we inhabit. In choosing healthy communities, we design a better city, community leaders, and citizens alike. We need to construct more roads, parks, schools and businesses in transforming the city.

Jack Holland Other

Organizations: I am a member of several community organizations which include, Life Member, VFW, American Legion, and DAV. I am a former vice president and life member of the Hardin County Branch NAACP, Past President Professional Men’s Club of Radcliff, Radcliff Chamber of Commerce, Member of Radcliff Optimists Club international to just name a few to show my community involvement. As you can see, I have been a voice for the community, and I will continue to invest my time and energy for Radcliff’s welfare, growth, and diversity.

Experience: I have over 7 years previous experience on the Council
I have Corporate experience having served as the Director of McKendree University for over 13 years.
My college teaching experience having taught Business and Management Classes in a college setting.
Serving as the Director of Technology For the West Point School System, I was very proficient in the IT arena, Project Officer for IT installation in new school addition.
My 28 years service with the US Army having retired as a Chief Warrant Four.
I was involved with building the new fire station which was approximately $30,000 under budget.
I was part of the planning team to resurface city streets on a 15 year cycle.
I was committee chair for the Monument Committee that raised over $13,000 to build a monument honoring those who lost their life in the worst waste water accident in the nation.

Why Running: With a new Mayor being elected and most of the old council leaving, there will need to be some continuity on the Council. With my experience I feel I can hit the road running and assist the Mayor with critical issues and situations facing the City.

Top Issue Beliefs: With BRAC going on at Fort Knox, Radcliff faces a lot of changes in the City.
Traffic control is a big factor. The City will need to continue the push for better traffic control. i.e. connector roads are very necessary. Communications is key
Another issue is fire and police security to ensure residents are safe and secure in the city, which leads to a better quality of life.
Comply with Radcliff Mission Statement which is the City of Radcliff is dedicated to being responsive to its citizens, enhancing the quality of life for all residents by providing quality services, and promoting Radcliff as a community of vision.
There are so many things going on in Radcliff that it is really hard to narrow critical issues to 3. There are several issues that are just as critical. Like storm water projects. Street Paving. Recruitment of Mill Pond Business Center. Communications with Fort Knox and residents and Financial Management.

I began my insurance career with AFLAC in 1996. I was the KY Associate of the Year and I won AFLAC’s prestigious President’s Club Award in 1997. I expanded my capabilities and incorporated Moulton Insurance, Inc at 315 West Lincoln Trail on 10/01/2002.

Why Running: I spend a lot of my work day helping people. I believe that I, as a Radcliff Council Person, would be able to help more people. I desire to use my education and life experiences to improve life in Radcliff.
I have had, and continue to have, a lot of leadership and management experience. My role model as a young Lieutenant was my first Company Commander, Captain (then and now) General George Casey. I took what I learned and was given command of 2 units as a Captain. This and my status as a Disabled Veteran would serve the city well.
I have owned and operated a successful small business in Radcliff since 2002. I believe the success of small business in Radcliff is paramount to a healthy city. I believe I would serve the business community very well. We need strong small business advocates on the City Council.
My ownership of an insurance agency and my experience with Health insurance would serve the city. My knowledge of Property and Casualty insurance would, also, be a plus. The city’s second largest source of income are the taxes it collects on Property and Casualty Insurance and I believe I can find more sources of income.
I am concerned for the children of Radcliff. We need to ensure that as many children as possible have access to the available youth programs, especially the sports programs. I have a son coaching and 5, at last count, grandchildren playing a variety of local sports.
I wish to serve on the Radcliff City Council for a lot of reasons and one reason is that I can. I have designed my business around accessibility. I have an office on West Lincoln Trail and if someone wants to talk about “issues” I can be available, as I can be found and I don’t have to ask for time off. I am ruled only by my schedule and, of course, my spouse.
We need a “Fresh Perspective” in city hall.

Edward L. Palmer Sr. Other

Experience: My work has been both local and at the state level to ensure equitable treatment for Hardin County citizen’s and access to available state programs by planning and executing strategies that connects government with its public. I have performed as a public servant in the Radcliff community for 13 years, providing transitional housing for homeless adults and children, after-school care, arts programs, and summer employment for youth, and financial and credit counseling for adults.

Why Running: I am moved by a conviction to offer our citizen’s the best public service, and I believe they deserve it. It is necessary in our current environment that we have leaders who are aware of the issues we face and who are willing to address them in a way that is productive for our community, maximizing the positive results of government decisions. I believe I can offer that kind of leadership.

Top Issue Beliefs: Economic Development: Infrastructure and new businesses will position us to capitalize on the predicted population influx.
Progressive Leadership: We must plug into 21st century operations available to government if we are going to have effective government.
