Education: Graduated from Pebble Brook High School in Mableton, Ga.

Family: Married with one child and two grandchildren

Organizations: Military Order of the Purple Heart
DAV Chapter 156
Vine Grove Fire Department

Experience: Since returning from the Army 101st, Airborne Division 229th AHB as the airfield operations NCO in 1985, I have dedicated my time to serving Hardin County in several capacities in the field of emergency management.
Past chairman of the American Red Cross Hardin/LaRue County Disaster Response Team and past senior deputy coordinator for Hardin County Disaster and Emergency Service. Presently I serve as the Safety Officer/EMT-FR with the Vine Grove Fire Department and Deputy Emergency Management Coordinator for the old Hardin County District 5.
While in office I also attended training at the police academy in Richmond.

Why Running: I will continue to prove myself as a dedicated public servant, to the best of my ability in continuing to help improve the quality of life in the surrounding areas. Provide pride and honor back to the office of constable and provide the public a better understanding of the office of constable and how they can be a community asset to be proud of.

Jenny Pitts Democrat

Profession: Assistant Hardin County Attorney

Education: Graduate of Elizabethtown High School

Graduate of University of Louisville Law School
Graduate of Kentucky Prosecutors Institute

Family: Two children

Organizations: Active member of Severns Valley Baptist Church Drug Court Staffing Team Crimestoppers Hardin County A.M. Rotary Big Brothers/Big Sisters "Big Sister of the Year"

Experience: I have served as Assistant Hardin County Attorney for the past 13 years and have been the First Assistant since 2003, under both Ken Howard and Steve Bland. I have prosecuted thousands of cases in Hardin District, Circuit and Family Courts. I have extensive jury trial experience, which is essential to setting policy within the Hardin County Attorney's Office. I am an instructor at the Department of Criminal Justice Training for law enforcement as well as an instructor for other prosecutors in Kentucky through the Kentucky Prosecutors Institute. I received the MADD and Governor's DUI awards and was awarded for extraordinary child abuse prosecution by the Advocacy and Support Center. I am proud of creating the DUI Victim Impact Program for Hardin County, of the 95% DUI conviction rate of our office, and the over $10 million dollars collected in child support each of the last two years by our office.

Why Running: More important than awards and conviction rates are the people whose lives are affected by each of the many seemingly small decisions made by the County Attorney's Office every day. I take that responsibility seriously. I recognize that not all experience is worthwhile experience and I don't believe that simply "putting in time" qualifes someone for a leadership position. But I believe my performance as a prosecutor and as leader within the County Attorney's Office and throughout the state of Kentucky is unique and is an asset to the criminal justice system and to public safety and welfare in Hardin County. Methamphetamine addiction, child abuse, domestic violence, and alcohol/drug impaired driving are very real problems in our community. Decisions about how to prevent and deal with the consequences of these problems takes someone with a longstanding commitment to these particular issues.

As jailer I believe there are those who come through the system with some encouragement and equipping them with some tools for life will not be repeat offenders. I also, realize there are those who will never allow anyone to help them but my goal would be to help those who refuse as much as I can but concentrate on those who want a better life and become an asset to our community not a liability.

When campaigning for Commissioner in 2006, I was aware that the Fort Knox Recycle Program could be expanded within Hardin County. I facilitated a meeting between Hardin County Government and the Fort Knox Recycle manager that resulted in the recycle program now in operation.

I have lived in what is now the third magisterial district for over 50 years. I am the only candidate in the district with experience as a magistrate, having served eight years. During those eight years I was very effective working with my fellow members of fiscal court as well as other community, state and federal leaders. I gained a reputation as someone who can and will get things done. I have a proven track record as magistrate and if elected I can hit the ground running the first day not needing time for a learning curve. I have been a licensed real estate agent (license in escrow) and investor for 27 years, I worked as a mortgage lender for many years at First Federal and I have owned several small businesses.

Why Running: The News-Enterprise recently ran an editorial article resembling a “Help Wanted Ad” in which they pleaded for women and minorities to step forward to balance our all-white, all-male fiscal court—which has been the case since time remembered. Righting the absence of women in local leadership positions is one goal, but offering fiscally conservative values for our county in tough economic times from a skilled business women is the quality on which I most want to focus. My platform will focus on the following:
Skilled fiscal management using conservative principles.
Promoting 21st century job growth by supporting entrepreneurial efforts, including a small business accelerator.
Improving revenues through economic growth instead of higher taxes.
Promoting innovation by supporting methane gas production at our landfill and other “out of the box” ideas.

At LaRue Financial, I manage more than $40 million in assets for families in Hardin County and across the country. I specialize in risk management and have a deep understanding of how money does and doesn’t work. My job involves researching investment opportunities, analyzing financial reports and providing advice on best practices for managing budgets, and helping people with their problems every day. I think it sounds a lot like being a Magistrate!

Why Running: Hardin County government is changing from commissioners to magistrates. The change is an opportunity for us as a county to start fresh with new ideas, new PROFESSIONAL PEOPLE, and people who aren't career politicians. I want to make sure our hospital is managed as best it possibly can be, especially in these challenging times, and as the only candidate with substantial financial experience I think I can make a difference for the county. I want people to feel good about their representatives. Politics has been a four letter word for far too long. I want to change that by leading by example.

Why Running: Seeking to serve as District 6 Magistrate / Justice of the Peace of Hardin County is for me - a calling from God to which I must respond with “YES!” . I retired this past August 1 after 35+ years serving in my life's call of teaching. I closed this "Public School Education" chapter of my life and work. The plan for my first year of retirement was to say "No" to as many things as possible Except for the things to which God would not allow my response of "No". About a year ago, now, I was deeply into leading a Bible Study: The Seasons of Suffering and Success - The Seven Seasons of a Man’s Life by Patrick Morley. I was reminded: God wants you to be a real man who reflects the Character of Christ... - A real man is a man of courage. - A real man is a man of wisdom. - A real man is a man of commitments. -A real man is a man of balance. Next, information came of a great problem in the world today: "Men have over emphasized their private faith to the detriment of their public duties"! Then, "Real men will enter the public battle to restore the leavening influence of the true Christian faith on the culture." ..."we should be vitally involved in working for government that governs Christianly"... Finally, "If men across this nation who know Christ in private will also live for Christ in public, we can experience a return to sanity." God calls real men to leave the world a better place than they found it. E.G. Thompson will work to leave the world a better place than he found it.

Garry King Democrat

Profession: County commissioner

Education: Graduated from Morehead State University, Western Kentucky University

Family: Married with one child.

Organizations: American Legion
Kentucky Association of Magistrates and Commissioners
Hardin County Board of Health
Member Board of Trustees, Hardin memorial Hospital
Kentucky High School Coaches Association.

Experience: U.S. Army, Teacher/Football Coach at North Hardin and East Hardin. Assistant
Principal, North Hardin High School, Principal, James T. Alton Middle School, Director of Buildings and Grounds, Hardin County Schools. Hardin County Magistrate and Hardin County Commissioner.

Why Running: I am seeking to be the 8th District Magistrate because I want to
continue to provide the leadership in County government that I have shown over the past eight years. I am very proud of the record that I have established while serving as your Magistrate and Commissioner. Hardin County is one of the least taxed counties in the state of Kentucky. That is very important to Hardin Countians in this economy. The past eight years we have had the services that we need in our county but at the same time fiscal court has been frugal in how tax payer dollars have been spent. The result is your taxes have remained low. County government only receives about 15 cents of every dollar that you pay in property tax so county government must continue to be careful of it's spending.
Magistrates will be members of the Board of Trustees at Hardin Memorial Hospital. We need people on that board who are knowledgeable of hospital operations. It takes time to get oriented to how the hospital functions. We all want our hospital to be the best it can be. Board members have to be very careful to balance what is needed with what we can afford. HMH is a huge operation and must continually update equipment and buy new technology. This must be done in order to keep our hospital as competitive as possible with the surrounding area. HMH needs to be able to take care of the medical needs of the people in our county and region. To do that we must spend money and medical equipment is not cheap. We must have a board that totally understands their financial and human responsibilities. HMH is a great asset of our county. We as a board must continue to provide leadership that will guide us through the tough times. I want to be a part of that leadership team.
I have the experience and the desire to do the job as a member of Hardin Fiscal Court and as a member of the Board of Trustees of Hardin Memorial Hospital.

Radcliff City Council

Family: Married with three children

Organizations: Cub Scout leader, assistant Girl Scouts leader, youth soccer coach, St. James Catholic Church PTO President

Experience: Administrative assistant with Kentucky Finance for 11 years and Tax Preparer for 18 years.

Why Running: I have lived in Radcliff for as long as I can remember. This is my HOME. I have a deep connection with both the elderly and the youth of this community and feel that I have something to give back, to safe guard and protect as well as provide opportunities for a better life. Also, with the new Mayor and Council, I feel that it is very important to have someone on the Council that can work well with all people and that has the experience so we can hit the ground running.

Top Issue Beliefs: The first issue is always the budget. We have to keep a balanced budget and make tough decisions to grow and to meet the needs of the community, while keeping the city an affordable place to work and live. Quality of Life is my main focus. Quality of Life included safety at home and in the city, nice affordable homes, employment opportunities, education opportunities, shopping and restaurants, safe streets and sidewalks and recreation for young people. The other major issue is economic development. We must work on keeping the businesses that we currently have while attracting new business and industry to our area.

Appeared before the House Senate Appropriations Committee, met with the agricultural interest of the fair grounds, and all other groups and organizations that had an interest the the facility which included the University of Louisville.

Why Running: Radcliff has a chance to become a great community. I have something to give, and my experience shows my commitment. I believe everyone should work to make a community better for those who follow.

Top Issue Beliefs: Expedite construction plans for new roads and streets for Radcliff and northern Hardin County, alleviating the traffic congestion presently in Radcliff and Fort Knox.
Expedite and follow through with plans for curbing, sidewalks and improving entrances throughout the business district of Radcliff on 31W. We need to give commercial and residential property owners' incentives to improve and upgrade properties in the old areas of Radcliff that were developed before planning and zoning were required.
Recruit industry and business that include retail stores and restaurants that would be conducive to our growing volume of high school and college students needing employment. Restore community spirit.

Top Issue Beliefs: Education: Children are the world’s most valuable resources they are also our last hope for environmental renewal. Elderly: And thou shalt Honor every person at some point in life with both become a caregiver or receive care from others. And thou shalt Honor takes a critical look at the frightening prospect of aging America and offers compelling solutions for wellness and dignity at the end of life.

Designing Healthy City: How do we address public health epidemics such as obesity, heart disease, depression and diabetes) the answer lies in the environment we inhabit. My college teaching experience having taught Business and Management Classes in a college setting.
Serving as the Director of Technology For the West Point School System, I was very proficient in the IT arena, Project Officer for IT installation in new school addition.
My 28 years service with the US Army having retired as a Chief Warrant Four.
I was involved with building the new fire station which was approximately $30,000 under budget.
I was part of the planning team to resurface city streets on a 15 year cycle.
I was committee chair for the Monument Committee that raised over $13,000 to build a monument honoring those who lost their life in the worst waste water accident in the nation.

Why Running: With a new Mayor being elected and most of the old council leaving, there will need to be some continuity on the Council. With my experience I feel I can hit the road running and assist the Mayor with critical issues and situations facing the City.

Top Issue Beliefs: With BRAC going on at Fort Knox, Radcliff faces a lot of changes in the City.
Traffic control is a big factor. The City will need to continue the push for better traffic control. i.e. connector roads are very necessary. Communications is key
Another issue is fire and police security to ensure residents are safe and secure in the city, which leads to a better quality of life.
Comply with Radcliff Mission Statement which is the City of Radcliff is dedicated to being responsive to its citizens, enhancing the quality of life for all residents by providing quality services, and promoting Radcliff as a community of vision.
There are so many things going on in Radcliff that it is really hard to narrow critical issues to 3. There are several issues that are just as critical. Like storm water projects. Street Paving. Recruitment of Mill Pond Business Center. Communications with Fort Knox and residents and Financial Management.

Top Issue Beliefs: Helping people first
Open Government
Public safety/Quality of life and
Economic Development
I will continue to work on our police presence due to the continuous growth of our city.

Experience: Commissioned Officer US Army with multiple Company level commands, plus management of highly classified projects. Medically discharged (orthopedic) at 12 years of service.
Assistant Department Manager at The Courier-Journal for 5 years.
Managed other small businesses.
I began my insurance career with AFLAC in 1996. I was the KY Associate of the Year and I won AFLAC’s prestigious President’s Club Award in 1997. I expanded my capabilities and incorporated Moulton Insurance, Inc at 315 West Lincoln Trail on 10/01/2002.

Why Running: I spend a lot of my work day helping people. I believe that I, as a Radcliff Council Person, would be able to help more people. I desire to use my education and life experiences to improve life in Radcliff.
I have had, and continue to have, a lot of leadership and management experience. My role model as a young Lieutenant was my first Company Commander, Captain (then and now) General George Casey. I took what I learned and was given command of 2 units as a Captain. This and my status as a Disabled Veteran would serve the city well.
I have owned and operated a successful small business in Radcliff since 2002. I believe the success of small business in Radcliff is paramount to a healthy city. I believe I would serve the business community very well. We need strong small business advocates on the City Council.
My ownership of an insurance agency and my experience with Health insurance would serve the city. My knowledge of Property and Casualty insurance would, also, be a plus. The city’s second largest source of income are the taxes it collects on Property and Casualty Insurance and I believe I can find more sources of income.
I am concerned for the children of Radcliff. We need to ensure that as many children as possible have access to the available youth programs, especially the sports programs. I have a son coaching and 5, at last count, grandchildren playing a variety of local sports.
I wish to serve on the Radcliff City Council for a lot of reasons and one reason is that I can. I have designed my business around accessibility. I have an office on West Lincoln Trail and if someone wants to talk about “issues” I can be available, as I can be found and I don’t have to ask for time off. I am ruled only by my schedule and, of course, my spouse.
We need a “Fresh Perspective” in city hall.

Family: Married with two children and five grandchildren

Organizations: Gubernatorial appointments as a Department of Juvenile Justice (DJJ)- as a board member; Subcommittee on Equity and Justice for All Youth (SEJAY)- chairman; Federal Advisory Commission for Juvenile Justice (FACJ)- member.

I have performed as a public servant in the Radcliff community for 13 years, providing transitional housing for homeless adults and children, after-school care, arts programs, and summer employment for youth, and financial and credit counseling for adults.

Why Running: I am moved by a conviction to offer our citizen’s the best public service, and I believe they deserve it. It is necessary in our current environment that we have leaders who are aware of the issues we face and who are willing to address them in a way that is productive for our community, maximizing the positive results of government decisions. I believe I can offer that kind of leadership.

Top Issue Beliefs: Economic Development: Infrastructure and new businesses will position us to capitalize on the predicted population influx.
Progressive Leadership: We must plug into 21st century operations available to government if we are going to have effective government.
Government Accountability: The voices of our citizen’s should not be muted while public officers make decisions without dialogue. Government must be responsive to its citizen’s.

Top Issue Beliefs: Securing a balanced budget with a stable reserve account.
Making the right decisions to handle the growth that comes from BRAC changes.
Bring forth an awareness of what Radcliff has to offer for businesses and industry.

I've worked with department heads and city employees to develop the city's budget, ordinances and zoning. This awareness of city operations is vital for Radcliff's mayor.

Top Issue Beliefs: Economic development and growth through entrepreneurship.
Improve Radcliff's community spirit by reinstating festivals and parades throughout the city
Grow the community by working closely with Realtors, contractors and developers to promote construction of new homes, businesses and entertainment and continue to promote existing businesses.

Experience: Emary’s professional background began in Lexington, Kentucky and includes employment as a marketing and public relations professional with two consulting engineering firms, to include a Fortune 500 firm, as well as a successful home-based business. Upon returning to Radcliff in 1992, Emary was employed for six years at Fort Knox. In 1998, she once again became a home-based contractor with a pioneering Internet company. The company, with whom Emary was featured in Fortune Small Business Magazine, specializes in integrated marketing, public relations and website development and management. In most recent years, Emary’s professional and public service experience includes/has included roles with the Governor’s BRAC Task Force, Hardin County Schools Board of Education, the Hardin County History Museum Executive Board, Better Business Bureau’s Lincoln Trail Advisory Committee, Student Mentor with Hardin County Schools, Kentucky Patriots, 21st Century Community Learning Center at Radcliff Middle School, and two-term President with the Kentucky State Poetry Society. Emary was named as an Accredited Chamber Executive in September 2009.

Why Running: As a proud native of Radcliff, I have personal and professional interests in the future of our city. The stakes for Radcliff have never been higher and we now have the opportunity and responsibility to intelligently and deliberately manage Radcliff’s growth in order to reach our full potential. My experience over the past seven years as Executive Director of the Radcliff Chamber of Commerce has taught me that Radcliff is truly a hub of economic development and diversity, not only in our region, but in the Commonwealth. As such, striking and maintaining a balance of partnership with Fort Knox leadership and its citizens is paramount to our continued success, as is seeking opportunities to flourish in our own right.

Top Issue Beliefs: Attract and keep jobs and healthy businesses. Capitalize on opportunities through BRAC to underpin a strong local economy.
Achieve "Quality Place" for local citizens by exceeding expectations for safety and civil services and seek economic development focused on citizens' needs and wishes, including restaurants, retails and entertainment options; improve Radcliff's curb appeal with a clean and well-maintained city.
Explore innovative ways to fund city operations without raising taxes; live within our means, be creative and open-minded in finding additional funding sources and pursue new legislation to allow municipalities to exercise control over creating their own funding opportunities.

Sheriff
Louis Grider Republican

Profession: P & L Express

Education: Graduate of West Hardin High School, Franklin College

Organizations: ACLU

Experience: U.S. military, local business owner, airfield & structural firefighter

Why Running: I'd like to take the current working situation of the Hardin Co. sheriff's office and simply optimize the resources that are currently in place to better benefit the taxpayers in our community

Top Issue Beliefs: Properly utilize the current personnel on staff
Streamline the budgetary issues
Increase visibility and show a stronger presence in the community so our sheriff's dept. will be more approachable and better connected with the issues and concerns of our citizens

Charlie Williams Democrat

Profession: Hardin County Sheriff

Education: Graduate of West Hardin High School

Family: Married with one child and one grandchild

Organizations: KY 86 Fire and Rescue
Kentucky Firefighters Association
Kentucky Sheriff's Association
KSA Board of Directors
Kentucky Law Enforcement Council

Experience: 31 years of emergency services with the KY 86 Fire Department
25 years in the Hardin County Sheriff's office

Why Running: After having been a part of the progression of the Hardin County Sheriff's office for so many years, I am not going to let it falter now. When I started here there were eight of us and we expected to work day and night to accomplish our tasks. Today it is a different world in which we live and the growth of the county has put more and more of a workload on the sheriff's office.
There will be a day and time when I will step down and someone else will take on my responsibilities, but not right now. The position of sheriff requires more than a law enforcement background, you have to understand the varied duties and responsibilities that are put upon the Sheriff. One needs to understand the court system and the work load that put on the office. You also need to have a working knowledge of property tax collection.
I have been the piblic servant to the people of my community of Hardin County for a long time. I have taken on all tasks and responsibilities with professionalism and always mindful of the welfare and safety of my constituents.

Top Issue Beliefs: My opponent was convicted by a Hardin County jury for posession of drug paraphernalia and given a maximum one-year sentence and $500 fine.
Try to keep up with the growth in Hardin County with limited resources.
Not let the Sheriff's office become a place where the people of Hardin County have no confidence in their Sheriff or his deputies.

Experience: 2 years Vine Grove Planning and Zoning;
currently serving on Vine Grove City Council

Why Running: To continue to serve the citizens of Vine Grove to the best of my ability

Top Issue Beliefs: Keep our police, fire and public works departments strong and efficient
Smart growth with new building—our subdivisions, parks, and businesses--built with our future effectiveness in place now for a family friendly Vine Grove
Work as a group with businesses and local leaders to revitalize downtown Vine Grove

Kristofor King Other

Profession: Wilson & Muir Bank in Vine Grove as a Loan Processor

Education: Graduate of North Hardin High School and Full Sail University

Family: Married

Why Running: I'm eager and excited to serve my community. Vine Grove is my home and I feel that I owe it to the city to give back and serve on its council. As the youngest person running, I bring a fresh perspective and new insight. I am very enthusiastic and I promise to devote the ample amount of time, attention, and respect to the office that it deserves.

Top Issue Beliefs: The most critical issue that Vine Grove faces in the upcoming months is its continual growth and the unique challenges it brings. It is of the utmost importance that during this time, the city is managed with good common sense and close attention. I also believe that maintaining good protective services and city services in Vine Grove is imperative. Lastly I think that we, as council members, need to keep in mind that these difficult economic times are not only affecting the city, but also its citizens. As the city grows, higher taxes are not the answer to the economic problems.

Jim Markham Other

Profession: Retired

Education: High school graduate

Family: Married

Experience: Owner of a small business for 30 years; retired after 24 years on Louisville Fire Department

Why Running: Slow the building of growth down

Top Issue Beliefs: The fast growth has put our fire and police department at risk. Vine Grove water and waste water will not handle the growth. No new taxes.

Garry W. McCoy Other

Profession: Retired Civil Service

Education: High school graduate

Family: Married, one child, four grandchildren

Organizations: None listed

Experience: At the end of this term, I will have 19 years served on Vine Grove City Council

Why Running: When I first ran for office, I did so hoping I could make a difference. I felt no one listened to the people. I vowed always to listen and respect our citizens. I still feel that way today, that's why I continue to run.

Top Issue Beliefs: Replace water lines and build a new water tower. I'm optimistic we'll get a grant this year to complete a long overdue project. Many areas of the city have unstable, undersized water lines. I'll support the rapid start up.
It's critical with the growth associated with BRAC to continue to staff and equip our public safety agencies; fire and police at the maximum level we can afford.
I'd like to continue trying to build onto our fire department. The addition can be used for training and emergeny shelter.

Kathleen Sisco Other

Profession: Vine Grove City Council, Budget Analyst on Fort Knox, Own/operate a business and farm

Family:

Organizations: American Society of Military Comptrollers, Kentucky Colonel

Experience: Currently serving on Vine Grove City Council. Working as a Budget Analyst provides me the vast knowledge of expenditures, deficits and how to control spending within our budget constraints. Since working with the military consistently for over 31 years I believe this will assist with the needs related to the growth of the city due to BRAC. Owning and operating a business provides me the knowledge of prioritizing projects as we plan for the future.

Why Running: I want to continue to be the voice of the citizens, remember this is “my town” too and what happens in the community affects me as well. I want to give back to the community what it has given to me; continue to ensure that it is a great place to raise a family. I can promise you that I will do the best job I can and put the needs of the community first. I’ve learned from being on City Council that no matter what decisions you make and you believe are in the best interest of the city that not everyone is going to be happy. It’s not a popularity contest it’s trying to make the best decisions all around for our community.

Top Issue Beliefs: Responsive to Citizens – Listening to the citizens concerns, ideas, issues and being their eyes and ears not losing focus of our hometown environment as we grow. I believe in open government, as I’ve said before I represent what I call the 4 “C’s” of government, concern, communication, community, and commitment. Your issues are my concerns.

Economic Development – Ensure that the infra-structure meets the needs of the community. Holding developers accountable for newly contracted subdivisions so that the city does not inherit such issues as poorly constructed streets, sewer and drainage problems. Making sure our Police and Fire departments have the necessary equipment to continue to ensure the safety of the citizens and our town.

Vision for Growth – I would like to see more businesses come to our community and with the construction of Highway 313 I believe this will happen. As this occurs we need to market the City so that it will benefit our local economy. We will continue to strive for good communication between the city and businesses. Growth brings employment opportunities and revenue to the city; this is a win-win opportunity for all.

Top Issue Beliefs: Police Department, fire department and water and sewer. With the increase of population to our community, we need to make sure we have an adequate interstructure.
Recreation: On the same lines, we need to make sure our children have a safe place to play.

Top Issue Beliefs: Water lines: Old lines need to be updated. Construction is scheduled to begin in the near future.
Recreation Department: Continual improvements need to be made in order to serve the people in this community.
New Construction: We need to remain alert to all the new construction being done due to the BRAC transition to ensure proper guidelines are being met.

Top Issue Beliefs: Housing: We have a lot of people moving in from BRAC; need more homes
Fire Department and Police: We will need to add extra people to help with the additional people moving in
Sewer: We need to make sure that it can handle additional people moving into the area.

Why Running: I wish to continue to serve the citizens of Vine Grove.
Vine Grove is my home. I care deeply about this town and its people, and I want to know that the growth that is occurring here is managed responsibly. I believe that my work experience and my love for this town make me qualified to ensure that this happens.
We are currently adapting to the immediate impact of the BRAC moves at Fort Knox. We must also brace for the changes and challenges involved in becoming a “stopover” as the Joe Prather/Hwy 313 corridor is completed and it becomes part of the I-64/I-65 Connector.
I am currently completing my third term on Vine Grove City Council. Serving on City Council for the past six years has given me the insight as to what our town’s assets are, as well as what it needs. Once these needs are fully defined and agreed upon with the new administration, my plan in serving as Mayor is to prioritize these needs and complete them as expeditiously as possible when funds are available.
Most of us live in Vine Grove because of the small town feel. I believe that we can preserve the past and the small town atmosphere, while still planning for the future.

Top Issue Beliefs: Infrastructure: Water, Storm Water Runoff, and Sewer Renovations/Updates:
WATER: We are at a critical time in dealing with the infrastructure within the city. We have a water tower currently undergoing emergency repairs to restore water capacity and pressure to our existing residents. Even when the repairs to our existing tower are complete, we must continue with the plans to construct a new tower. This tower is necessary to upgrade services to our existing residents and allow for the growth within the city that has already been approved. We must also update existing water mains that are undersized, rusted, and in dire need of repair.
STORM WATER: We must make sure that all current and future developments address the increased water runoff. We must minimize the impact of development on existing drainage areas. Our existing creeks and sink holes must be protected.
SEWER: We must update our existing sewer treatment plant to bring it up to date with current standards. This update will also increase the treatment capacity of our facility to treat the increased flow of the new development.

Police and Fire Protection:
Police: With growth comes additional law enforcement needs. We are currently updating our fleet of police vehicles. My pledge as your Mayor will be to continue upgrading equipment and increasing manpower as necessary in order to maintain the safety of our citizens.
Fire: With growth also comes additional fire fighting needs. We are currently pursuing grants to allow us to expand the fire department to include a storm shelter. If we are able to procure the grant I will utilize my construction experience to see that the project is completed expeditiously and within budget.
Parks and Recreation:
Quality of Life in a city is dependent upon that city’s infrastructure and its ability to provide its residents with protection of life and property. A city must also, however, be cognizant of its citizens’ needs to have a place to play ball, take a walk, camp, enjoy a festival, or listen to their favorite music. As a city councilman I have supported the growth and improvement of our city parks and recreation departments. As your Mayor I pledge to continue that support as long as funds allow.

Elizabethtown City Council
Larry Ashlock Other

Profession: Attorney – Ashlock Law Offices, PLLC; Elizabethtown City Council

Education: Graduate of Central Hardin High School; Campbellsville University and University of Kentucky College of Law.

Family: Married with two children.

Organizations: Kentucky Bar Association, Hardin County Bar Association, Heritage Council, Elizabethtown Lions Club, Teen Court, Downtown Walking Tour

Experience: Elizabethtown City Council 2009 to present; Business owner; Attorney – in practice for 10 years; Assistant County Attorney; Assistant Commonwealth’s Attorney

Why Running: I have enjoyed the last two years on the city council. I think the council has conquered numerous important issues during that time that have been and will be crucial to the city’s future growth. However, there are a few issues important to me that I would like another two years to work on if the citizens of Elizabethtown would give me such an opportunity.

Top Issue Beliefs: 1) Downtown development – For the first time we have dedicated monies in the budget strictly for downtown development. I would like another two years on the council to assist in implementing plans for the use of the $350,000.00 in downtown development funds to get our downtown thriving.
2) Taxes – The council did not raise any taxes the last two years and the city was still capable of providing the necessary services in our community. In addition, the council passed a business incentive offering an occupational tax rebate to qualifying businesses. I would like to continue to work to keep taxes as low as possible while providing basic services as well as finding additional ways to attract businesses through tax incentives.
3) Sports Park – As the largest development the city has ever undertaken to grow our city economy, getting the Sports Park off the ground and helping to ensure its success will be one of the most important issues the city will face in the next two years. I think my background in business as well as developing knowledge of this type of industry will assist the council in making the correct decisions to ensure the Sports Parks success and thus adding millions of dollars of revenue to the city’s economy.

Experience: I have been an active citizen in my community for many years now. In high school I worked with troubled youths in the Teen Court program, I also volunteered my time for the city with the Elizabethtown Walking Tour. I am familiar with the basic aspects of running a business, from close personal friendships.

Why Running: Elizabethtown is my home. I love it and I am loyal to it. I want to see Elizabethtown grow for the better and I believe a pair of young fresh eyes can see a new perspective for our city.

Top Issue Beliefs: 1. Fiscal Conservatism- The City Council needs to treat every tax dollar with immense scrutiny. We need to show our citizens that they can trust their city government for once, not question it. I plan to work with my fellow councilmen to build on the transparency that has been created in the past few years and also to keep my constituency informed every step of the way on how and why I will vote the way I do. I believe that an elected position is one that should serve the people, and if one is not available to their constituency, then they are not serving admirably.

2. Keeping youth in Elizabethtown- A ballpark isn't going to cut it. We need to find and explore other avenues to keep our youths here in Elizabethtown. Too many of my acquaintances have already left, if there is no one to pass the torch to, how can we expect our city to survive? Bringing in new amusements and businesses will keep kids out of trouble and show them that their city is one worth investing in.

3. Revitalizing Downtown: We have beautiful buildings in downtown, but the problem is, many of them are sitting vacant. The problems facing small businesses wanting to move in are many, but I believe the council can have a hand in rectifying the problem. We need to continue to sell our city to prospective businesses that are looking to move here. As your councilman, I will be a smiling face to court those businesses. I will also work with my fellow councilmen on incentives to have businesses move into the downtown area and help bring the buildings back to life.

Provided key evidence to the Kentucky Attorney General and Federal Government concerning the fuel price fixing in Elizabethtown.

Why Running: I am from Elizabethtown and I have seen many decisions and changes over the past decades; decisions that have been very wise and excellent for the community and decisions that have been very poor and self-serving for some past and current members of the city council, the tourism bureau, and the hotel owners.
While some of the current and past incumbents for city council have solely focused on a costly and money losing $35 million dollar little league sports complex: Elizabethtown has lost over 3 thousand jobs, the infrastructure and downtown is falling apart, taxes continue to increase, our tax base continues to decrease, businesses refuse to come to Elizabethtown because of our current city governments lack of business friendly attitude and we have put all our eggs in one basket by relying on BRAC without realizing that the federal government is 14 trillion dollars in debt. Remember, “What the government gives, the government can also take away”. Anyone who has lived in Elizabethtown long enough knows this to be true. In fact, Elizabethtown once had a very wise Mayor Pritchard who focused on bringing business, industry, and education into Elizabethtown knowing that Elizabethtown was relying too much on Fort Knox.

A new Elizabethtown City Government is needed to work cooperatively with Hardin County Government, Hardin Memorial Hospital, Fort Knox, Radcliff, Vine Grove, Upton, West Point, The North Central Education Foundation, Elizabethtown Community and Technical College, Elizabethtown Independent Schools, and Hardin County Schools to insure that we can recruit and establish jobs of the future as well as having highly educated and trained people to fill those positions.

The experiences, education, and skill sets that I possess can be an additional asset in our city government to move Elizabethtown forward. However, I cannot do this alone. We need 6 new highly skilled and experienced people to lead our city forward from a good community to an excellent community and who can work cooperatively with business, industry, medicine, governments, and educational institutions in Hardin County. Together, we can accomplish great things and I would be honored to serve you as your Elizabethtown City Councilman.

Top Issue Beliefs: Recruitment and establishment of high wage jobs in business, manufacturing, education, medicine, science, and technology.
Repair and improvement of storm water drainage, streets, sidewalks, water treatment, and waste water treatment. Improved and efficient; police and fire protection, water and gas service.
To keep our taxpayers, city, and future generations out of debt; build a respectable and fiscally responsible sports park of $6 to $8 million dollars for the children, not $35 million dollars for the tourism bureau and hotel owners. A lower cost, respectable sports park can still be accomplished by electing all new city councilmen who share the same fiscally responsible idea.
Work and vote to keep taxes low and spend less with the philosophy - “It’s your money.”

Organizations: Lincoln Trail Area Development District Board, Elizabethtown Regional Airport Board, Hardin Memorial Hospital Auxiliary, Lincoln Trail Venture Group Board

Experience: 4 terms Elizabethtown City Council, 7 years Chamber of Commerce Board of Directors, 30 years Retail Business in Elizabethtown

Why Running: The people of Elizabethtown need a strong fiscally conservative voice on city council. I have the background, the experience, the time, and the desire to serve.

Top Issue Beliefs: 1) Infrastructure. Sewer and water, drainage improvements, streets, police and fire protection. Our basic city services should always be our main priorities.
2) The cost of the sports park. We started with a $6 million ball park for local kids. In four short years a restaurant tax was enacted and we’re now presented a $29 million sports park to draw tournaments and tourists. I’m all for a sports park, but my concern is with the costs associated with the operation and maintenance after the dust settles.
3) A plan for downtown. Stop spending millions of dollars trying to turn downtown Elizabethtown into something it is not and never will be again. With the advent of shopping centers and malls, the downtowns ceased to be retail hubs. Our downtown is the perfect government and legal center. It is what it is and we should work with this.

Habitat for Humanity, charter members of the Kentucky Black Caucus of Local Elected Officials; KY League of Cities, Executive Committee for the Hardin County Democrats, 13 years as Elizabethtown City Council member, Elizabethtown-Downtown Heritage Council.

Experience: 13 years as Elizabethtown City Council member

Why Running: As a Lion Club member, our motto is "WE SERVE", carries a lot of meaning in my life and in my family's life as I was raised by my parents to know the importance as well as the true meaning of doing service for others more then just myself. So I am running for Elizabethtown City Council to work to serve my community, both the young and the old. To serve in the partnerships that will be needed in benefiting the needs of our city and our region as a whole. To strive to continue providing the quality service to our citizens and a place where visitors, and new & existing businesses would want to call Elizabethtown home.

Top Issue Beliefs: 1. To work with both the Elizabethtown-Downtown Heritage Council and the State Theater Board to help in the preservation and restoration of our historic downtown. To put in place a Historic Preservation Ordinance, which has been in an ongoing planning & discussion phase and should be brought forward to the public and those that it would effect in our downtown areas so as to preserve our history without stifling growth in our downtown. To continue to provide some of the incentives that our current council as put in place such as funds in the budget to help assist in the start-up of new business in our downtown and to work with our State Legislature and the various groups such as the KY Arts Guild in securing grants that also can help a business that may locate in our downtown geared for the arts and such.
2. To continue the work of the A-CHPP program to help see that our connection with the personnel at Ft. Knox both enlisted and civilian continue to grow. To do all we can to build up our infrastructure; Wastewater Treatment upgrades, Stormwater Runoff, and Roadways Improvements and more pedestrian safe walkways to handle all of our growing pains and to meet the needs of the influx of persons coming into our Ft. Knox area. And to continue with the now start-up of our E’town Sports Complex, but also to make sure we have adequate funding for the upkeep and maintenance of our current recreational parks and greenspace system in order to continue having a place for members of our community to have a place to enjoy nature, and for our children to have a safe enjoyable place to play.

Marty Fulkerson Other

Profession: City of Elizabethtown City Councilman, Lewis Auction Company Auctioneer, Platinum Plus Realty Realtor

Education: Elizabethtown Community College, University of Louisville

Family: Married with one child

Organizations: Grace Heartland Church, Hardin County Fair Board-Treasurer, Hardin County AM Rotary Club-Past President, Let’s Spruce Up, Hosparus-Foundation Board

Experience: 10 years as City Council member, former small business owner, 10 years of banking experience

Why Running: The City of Elizabethtown is a $57 million a year company. A company this size needs Proven Leadership that will make the tough decisions that are for the betterment of the city and will lead this city forward, not take it backwards. There are many issues that face the city on a daily basis. Real leadership understands this and works to resolve these while making Elizabethtown a better place to work and live. I want to continue to work with the city employees to help make this happen.

Top Issue Beliefs: Managing Proposed Growth: Currently there are a large number of acres being considered for annexation into the city. Any annexation has to make sense and has to be good for the city. We have to be able to manage this by making sure that city’s standards for development are met, that our infrastructure is not weaken, and that police and fire protection can be provided according to the desired standards.

Infrastructure: As the city grows so does the stress on the city’s infrastructure. We must plan to expand our infrastructure. We currently are in the process of a $21 million expansion of the city’s sewer treatment facility which will allow the city to expand our sewer services. This year’s budget provides $765,000 for resurfacing projects in the city. It is the largest appropriation in the resurfacing program, but is needed in order to keep our streets paved. Also in this year’s budget is $1.65 million for construction projects to address the City’s stormwater drainage problems. All of these needs have to be planned for and budgeted in order not to put a strain on the city’s budget and to make sure we are meeting the growing needs of our city.

Elizabethtown Sports Park: This is the elephant in the room this election. This park is a 150-acre sports park-not three baseball fields. It is a first class park where our children can play soccer, baseball, softball and football. It will contain walking trails and playgrounds that can be used by everyone in our community. By hosting various tournaments, it becomes economic development. The latest figures show an economic impact the first year of $7.7 million. Everyone running for office talks about creating more jobs, but they never give a plan on how they will do it. The sports park will help to create jobs and bring money to Elizabethtown that has been going to other communities. It is money that will be used to buy tires and brakes, food, cars, electronics, and homes. It is money that will pay for child care and money that will help pay for an education. Elizabethtown Sports Park is right for our children and it is right for Elizabethtown.

Experience: United States Air Force, Manager of bowling alley, Small Business owner, Supervisor for three Manufacturing Companies, Maintenance Department Hardin Memorial Hospital.

Why Running: To increase the wealth for the citizens of Elizabethtown, over the wealth of the city.

Top Issue Beliefs: Taxes
City Debt
Storm water sewers and water run off.

Vickie Hannah Grimes Other

Profession: Owner of The Mulberry and Engraving Etc.

Education: Graduate of Morehead State University, Jefferson Community College, University of Maryland and University of Oklahoma

Family: Married with five children

Organizations: AUSA, North Hardin HOPE, springHaven, Radcliff and Vine Grove Chambers of Commerce

Experience: My combination of education and experience, integrity, and passion for this community will enable me to represent the citizens of E'town.

Why Running: I am a proponent for transparency in government. The current city council members do not appear to be listening to the people in this community. I will provide honest leadership to assist our town in taking advantage of growth opportunities and to make E'town the community of choice for residency and overall quality of life.

Top Issue Beliefs: Sports Park: I would love to see a community recreational facility in E'town. However, the final cost of the cuurent action may reach $30 million. The budget for this project needs to be written and made public. A $30 million seasonal facility seems absurd.
City Classification: E'town is a second class city. I am in favor of mayoral term limits and city council primaries. Being a 2nd class city would open the possibility of package stores in our area. However, packaged liquor sales aren't mandated by the city reclassification, they are simply a possibility.
Restaurant Tax: I am in favor of a repeal of this tax. As a second class city, we could impose a 2% hotel tax. I feel that it makes more sense to impose a tourist tax on those staying in our hotels and visiting our beautiful city than to tax the individuals who reside in this community.

Bob Hicks Other

Profession: Construction Services, Hicks Enterprises (formerly Ecology Construction), Elizabethtown, KY 1970 – Present

Education: Western Kentucky University and Elizabethtown Vocational School

Organizations: Lions Club of Elizabethtown, National Education Association, Kentucky Education Association, Local Vocational Association President, American Design Drafting Association, Local Club Student Advisor, Vocational Industrial Clubs of America, American Red Cross First Aid & CPR Instructor, Lincoln Trail Homebuilders Association, Committee for Crusin in the Heartland

Experience: I was employed with Ingram Industries as an applications engineer until I began teaching full-time evening courses in drafting at the vocational school, now Elizabethtown Community and Technical College. During this time, I also had a construction business dealing with earthwork, drainage systems, and various building trades.

I retired from teaching in 2001, but have taught industrial classes for our local college on a part-time basis. Currently, I have a limited construction business, manage family rental property, and participate in internet sales related to classic cars and antiques. These ventures are operated under Hicks Enterprises.

Why Running: I am seeking the office of city councilman because my life experiences have involved a broad range of subjects that can contribute to the improvement of our city. These experiences have been based on industrial expansion, construction services, industrial education opportunities, small business operations, and tourism activities. If elected, I will encourage direct citizen involvement in city government concerns through surveys mailed with monthly city utility bills. My desire is to help plan orderly growth and prosperity for Elizabethtown. We need to improve relations with surrounding communities and promote an open for business attitude for our city.

Top Issue Beliefs: Basic City Services: The city’s infrastructure needs to be addressed with more emphasis placed on the vital services of sewer and storm water, drinking water, and natural gas. We need to upgrade our delivery systems for these services to protect the health and welfare of Elizabethtown citizens and prepare for additional growth in our community. As a general contractor, I have worked with these services for years and have a good working knowledge of these utilities. Additional fire protection services throughout the city and increasing and improving early storm warning devices are issues of importance. More citywide spraying for insect control and stagnate water retention is also an issue. City taxes should directly address vital city services as a priority and not as just a line item on the budget.

Industry/Employment: The industrial base seems to lack the momentum of change. I would like to work with the Elizabethtown Industrial Foundation and the planning and development departments to encourage orderly growth in Elizabethtown. The city council must work more closely with the city departments in regard to the impact new development has on our city. Employment opportunities in our community need to be addressed with an open for business attitude.

Tourism Resources: Our city needs to promote tourism resources and help those facilities expand and not be held back with rules and regulations that inhibit growth and prosperity. The State Theater complex could be expanded and even more cultural events be made available. As a committee member and supporter of Crusin’ the Heartland, I feel that events like this could be one of the keys to downtown redevelopment. I would like to see additional businesses open in the downtown area as well as possibly developing a new government center with adequate parking on vacant downtown property.

Continue to work on the drainage problem in Elizabethtown

Church leadership: Deacon, Youth Sunday school teacher, and Team leader of the stewardship team (at Northside Baptist Church).

Why Running: I want to work with the people of this community to cast a vision for Elizabethtown, and I will lead in a way to help us achieve our goals.

Top Issue Beliefs: We do not need a direction set by an outside consultant. We need to have our own vision as a community.
We, as a community, need to ask ourselves two serious questions: "who are we" and "where do we want to go".
Also, we need to do a heart-felt S.W.O.T. analysis taking a look at our Strengths, Weaknesses, Opportunities and Threats. This analysis would enable us to cast our vision and establish a direction in which to move. It will point out areas we need to work on and areas that we can capitalize on.
Communication with the citizens of Elizabethtown:
I will propose a series of Town Hall Meetings and always have a listening ear.
Debt: The current proposed debt level is too high
Debt can be an anchor that holds us down and can keep us from gracefully moving into the future.

Top Issue Beliefs: Downtown. I am currently working on making a proposal for an enterprise zone from the public square continuing south on 31W.
Performance Committee: It would be made up of business and other local leaders to look at all of Elizabethtown assets and find ways to maximize the assets potential.
Elizabethtown Sports Park: First develop a business plan and operating budget, then look to privatize where we can make it beneficial for all.

Arnold Myers Other

General Manager Market Development, Whirlpool Corporation, Small Business owner. President The Cedars Property Management Group, LLC (Cedars HOA).

Why Running: I am seeking the office of Elizabethtown Councilperson so that I can bring extensive business experience to city government. It is my goal to bring strategic thinking to the process of running the city. I see the city at a crossroads, we either need to move forward with well thought out plans, or we will remain a city on the sidelines.

Top Issue Beliefs: Developing plans; business, operational & marketing, to make the Sports Park a profitable asset to the community. The consequences of a failed Sports Park will have a negative impact on the city for years and perhaps decades to come.

Solving the issue of 4th class or 2nd class city…Either we are or we are not…There are advantages and disadvantages to both classes. This issue must be put to rest so that we can move forward.

Facilitating a sound economic development plan that includes a change of thinking. It is time Elizabethtown entered the 21st century…

- E'town Sports Park

Why Running: Willing to serve the citizens of Elizabethtown. Desire to provide an open, honest and responsible form of local government. Willing to tackle difficult topics. Anticipating correcting the city classification issue and examining the Sports Park budget. While I totally support local sports, I can't help but question the enormous expense and the proposed building of lacrosse and field hockey facilities in a city without these sports, while totally ignoring skateboard/AMX bike tracks, which are popular sports locally. Would like to see the city operate on a sensible balanced budget with no further increase in taxes during this time of economic difficulty. City and other local governments are going bankrupt all over the country. We must control spending!

Top Issue Beliefs: - Reclassification of Elizabethtown: City needs to stop living a lie and become a 2nd class city based on our current population. In doing so, investigate rescinding the restaurant tax. By correcting this, show respect for our state Constitution.
- Monitoring of proposed Sports Park and related Bond Funding. Enormous expense, no business plan and grandiose ideas which are impractical while ignoring pleas for bike & skateboard tracks. Focus on sports which are popular locally (soccer, baseball, football). Find ways to trim spending on this project while maintaining a quality project.
- Working to balance the budget and control spending. It is time to get back to spending within our means and setting reasonable priorities.

Experience: Former small business owner, Director Of Business Development for SMC in charge of bidding and negotiating contracts with Fortune 100 companies, setting budgets for all sites in charge of customer satisfaction for all job sites.

Why Running: I want to ensure that Elizabethtown is headed in the right direction. I want my children and grandchildren to continue to have a safe and vibrant community to live in. I want to serve my community work hard for my great city.

Top Issue Beliefs: Restaurant Tax. We are taxed to much as it is, so we need to look at alternatives to raising taxes.

Field of Dreams the costs and direction it is headed. How do we pay for the park and how it is managed will be crucial to its success.

New business and construction in the city.
Work with not against people who want to locate their busyness in Elizabethtown, incentives, tax breaks, etc.
Work with not against new building contractors in the inspection process. This will keep these contractors from locating or building in other cities and counties. Instant tax revenue without raising taxes.

Support of Police, Fire and emergency services to ensure the safety of our citizens.

Experience: Elizabethtown City Council for 23 years to present
Retired dean/administrator 21 years at ECC
Kentucky Department of Economic Security
Social worker
Kentucky Department of Public Assistance
First job as a paper boy for the Louisville Courier-Journal

Why Running: I have been an elected official for 23 years and I am proud of the contribution I have made in moving our city forward. We are at a critical time in our great city. I feel I can continue to be a positive, common sense and fiscally responsible factor in meeting the challenges that we will face. I truly enjoy representing the citizens of Elizabethtown. That is my motivation.

Top Issue Beliefs: - Funding for infrastructure maintenance, upgrades and addition. BRAC implications and probably annexation of approximately 400 acres around 1600/Hutcherson Lane will require expaned and improved services. New roads, additional police/fire services, completition of wastewater treatment facility, gas/sewer extensions and 31W traffic relief must be a priority in order to meet these growth demands.
- Continuation of our aggressive program for current and futire drainage and stormwater projects. In the last 7-8 years we have implemented and completed more drainage projects than in the previous 20 years copmbined. The results are obvious and must continue.
Re-direct the current focus of city government. We need to get on with the overall operation and well-being of the city. The Sports Park and restaurant tax should not be the dominating factors in determining our quality of life and progress.

Elected to Elizabethtown City Council in November 2002 and served three terms until December 2008.

Why Running: I have lived in E'town for over 50 years. I have spent my entire adulthood as an employee of the city in one capacity or another. I bring experience and leadership and I know what it takes to be a team player to get the job done. I will not hesitate to speak out for the best interest of our citizens and I will always work to be well informed and listen to all sides of an issue before I make my decision on a vote.

Top Issue Beliefs: Live within our budgeted dollars. We face and are going to face many issues that are going to strain our budget. We are growing as a city and that means continually facing all the challenges that go along with growth, infrastructure, more employees, more equipment, more building space, etc. We cannot count on state and federal dollars, but we can count on more mandates from both which means dollars we must provide from our budget.
Continue to make E-town a safer place to live and work. We must continue to fully support all phases of emergency response.
We most continue to work with all aspects of ocal governments to attract jobs. This means working more closely with our chambers of commerce, the Industrial Foundations and county government to bring small business as well as manufacturing and industry to our community.

Small Business Manager/Owner and Manager, 6 years

Why Running: To redirect the city's focus away from a tax, spend, and borrow philosophy that has led the city in the wrong direction in the last few years.

To focus on the identification, marketing, and successful recruitment of the industries of today and tomorrow in order to provide the better-paying jobs our citizens need and deserve.

To foster a closer relationship with Fort Knox and our neighboring cities in order to make the most of what our combined strengths can do for our city and our area.
To continue to make strides in infrastructure improvements: Stormwater, Sewer, Water, Streets.

To bring a new focus to downtown revitalization.

To lead in fostering further development of the south end of the city.

To make city government even more transparent than it already is, by following Louisville's lead in creating a searchable website for our city government's financial operations and the financial operations of those quasi-city agencies receiving large sums of taxpayer's money.

To help set the tone in city government that is as business-friendly as possible, in order to encourage new small businesses to locate here; and to be a facilitator for our existing small businesses.
To instill a philosophy in our city government that real progress is made through private enterprises succeeding in our city; instead of government taxing our citizens and then borrowing and spending in a misguided attempt to be the stimulator of economic progress.

To foster the highest regard for every citizen and city taxpayer by exhibiting a respectful, impartial and open attitude to each. This includes a confirmation that city government is the employee of our citizens, and is here to serve them.

To be a cheerleader for local education at all levels, in support of the education our young people and adults need for the opportunities of today and tomorrow.

Top Issue Beliefs: New, Better-Paying Industrial Jobs
It is critical that we replace the better-paying industrial jobs that we have lost over the last decade. As mayor, I will make this a major focus, to assure that we leave no stone unturned in efforts to attract the industries of today and tomorrow in Elizabethtown.
Welcoming Business Environment
As mayor, I want both existing businesses and those businesses considering locating in Elizabethtown to experience the most welcoming and helpful attitude from City Hall.
Fiscal Conservatism
As mayor, I want to lead a city government that understands that every tax dollar is precious. We must always put taxpayers first, by understanding that taxpayers already carry a heavy tax load, and that true progress comes from the success of the private sector; not in imposing more taxation to make government larger or to take on roles that are best left to the private sector.

Experience: Successful business owner for over 20 years.

Why Running: My vision for Elizabethtown is quite clear. I have been raised here my whole life and have watched this community grow to what it is today. I am a small business owner and know the hardship and struggles that the economy has faced us with today. I want a positive change for our community and our youth that live here. I feel our local government has failed to ask the citizens of Elizabethtown what they want. I don’t feel we have had a say on how our tax money will be spent. I am tired of how businesses in Elizabethtown are being treated. We need to stand up for our local businesses to help them prosper and create jobs.
I recently visited Valley View here in Elizabethtown. It has a preschool; an alternative school and an after school program (Panther Place). When I asked why it was so hot in the hallways, I was told that they do not have central heating and air. Each room has window units that have to be turned off for the teacher to teach because they are so old and loud. I feel these conditions are unacceptable for the teachers to teach our children in. These are some issues I feel that need to be addressed. Our children are the future of Elizabethtown. Their education should be first. All of our schools need to improve so that they become a more safe and comfortable environment for our kids and teachers
I also think that the citizens of Elizabethtown should have a say when their tax money is at risk. I want to move the City Hall meetings to 6:00 p.m. so that everyone can attend and have a say when issues for the community are being voted on.

Top Issue Beliefs: JOBS: Creating jobs in Elizabethtown will work hand in hand with supporting our local businesses. If a business can prosper and grow, it will in turn hire new employees. I feel that work needs to be contracted to Elizabethtown and Hardin County contractors so that it will give our citizens that live here employment. This means that money will stay within our community.
ROADS & GROUND WATER RUNNOFF: We need to fix our roads to ensure safe driving conditions. Our drains need to be fixed so that free standing water during heavy rains on will have a place to go. This is a major concern for the citizens that have to drive to and from work and transporting their children from school. Our streets need to be maintained. All debris and trash need to be cleaned from our creeks, streams, and water runoff areas.
YOUTH ACTIVIES: I have a plan for a Skate Park here in Elizabethtown. It should be monitored and maintained on a daily basis. There is plenty of real estate available within our community at an affordable price. We could possibly look to our local Hardin County Inmate Program to keep the park clean and maintained.
I want to make sure that our youth have a place to go that they can be safe and learn. I feel that a YMCA or a Boys and Girls Club in our community will reach out to all children. Most of our families here live off of minimum wage or just one income. Not all kids are interested in sports or athletics. We need programs that introduce music, art, and literature. We should look to our local businesses and organizations that may introduce activities such as karate, gymnastics, or have the Book Mobile pay a visit. I want these services to be available to all our children that attend Boys and Girls Club or a YMCA. We need to look at our local resources to help with funding and support. We have spent plenty of money for the new Sports Park. We need to focus on all children, not just kids who play sports.

Why Running: Tim Walker is not running against any Candidate, I’m applying for a Full Time Job as your next Mayor and you the Community will be my Employer. It’s Time we have Leadership and I want to represent the People of our Community and become your Mayor. In order to lead you must first be able and willing to serve and I have been in the Service Industry as a Small Business Owner/Operator for almost 30 years here in Elizabethtown and I have served my Customers as well as my Employees. I will bring the same philosophy with me that I have used to run my own business and that’s to serve you and put you first! The City is in the Service Industry as well. Elizabethtown’s Mission statement is “The City will provide Quality Service to it’s Citizens” and I will see to it that mission statement is carried out! We have many excellent city employees and I was a former city employee (Firefighter) myself. I will communicate with the City employees and let them know what’s expected of them. I will serve by making sure we have Excellent Leadership in each department and all of our Employees will be appreciated by their Supervisors as well as City Hall for the work they do!

It’s time we improve communication between you and City Government! When you come to City Hall with an issue or concern, as your Mayor, I will make sure you leave with answers and your concerns will be my concerns until the issue is resolved. I will serve you just as I have for the past 14 years on the City Council, the only difference as your Mayor the buck stops with Tim Walker! I’ve always voted on every issue and as your Mayor, I will exercise my right to vote in case of a tie by the Council! It’s about raising expectations and our Citizens deserve answers as well as finally seeing projects completed such as drainage, etc. I lobbied in the past about having our work sessions televised as well as the Council meetings and I will continue to lobby for that so the Community will be better informed. It’s time the City not only improve communication with you but with Hardin County Government, Radcliff and Vine Grove City Government, Ft Knox as well as our State Senator and Representatives and US Congressman and Senator. We must work together because they’re a vital part of our Community! As your Mayor, I will communicate with the City Council on a regular bases and they will be able to make informed decisions when it comes time to vote.

God is in control of my life and I wouldn’t have it any other way. As your Mayor, I will hold myself accountable to God, Family and Community and in that order!

Top Issue Beliefs: Promote Economic Development. It’s time Elizabethtown becomes Proactive instead of reactive. When you see New Industry locating in other cities around us here in KY, you have to start asking why are they not coming to Elizabethtown? As your Mayor I will camp out on the doorstep of the Economic Development office in Frankfort until I find out what we need to do to get New Industry in our Community! I will work closely with our Industrial Foundation to help make this happen! I will promote and recruit Economic Development in Elizabethtown and do whatever it takes to see that we get our Competitive Edge Back! As Mayor, I will see to it that it’s easier to do business in Elizabethtown whether you’re a new Industry, doing a new Development, a Small Business wanting to locate here or if you’re just wanting to expand and build on to what you already have! As your Mayor, I will see to it that we make New Business and Industry feel welcome and that we want them to be here, we want them to bring their Families and move here and we want them to be a part of this Community!

Preserve and Enhance Community Pride. This will help Elizabethtown Promote Economic Development. We must preserve our History and protect our Historic areas such as Downtown and our Historic Buildings and we must come up with a plan where we get our local Downtown Property Owners including County and City Government involved and shape, clean up and develop our Downtown and make it an asset once again! It’s time we clean our City up and stop saying that’s not the City’s responsibility! As your Mayor, I will raise expectations and see to it that our Parks, our medians and right of ways are groomed, mowed and maintained as well as trash will be picked up on a regular bases and ALL areas of our City will be cleaned up! As a Council Member, I was instrumental in helping establish our Code Enforcement Board and as your Mayor I will expand this program and see to it we hold all property owners accountable by cleaning their properties up and we can all be proud of our City!

Improve Quality of Life. The Sports Park will make Elizabethtown a Tourist destination but my first priority is our local kids, they must come first. We need to move forward with our Tennis Complex and look at the possibility of a Skate Board Park. I was very pleased with the Chamber of Commerce how the 1st Annual Downtown Cruisin in the Heartland Car Show was a big success and they took the Heartland Festival to a new level this year honoring our Vietnam Veterans. I will work closely with the Chamber and Tourism to bring in more events in the future. I want to also continue and expand the Concert series by bringing in more acts and holding concerts at the State Theater. And speaking of the Sports Park, as your Mayor, I will have an Operating Budget in place. The city has been receiving very competitive bids. The earth work bid came in nearly $3 Million dollars under budget and I feel this trend will continue and if so, I will propose to rescind the original agreement with Tourism and negotiate a lower cap. I have been given some preliminary numbers on annual operating expenses for the Sports Park and they’ve been projected at approximately $300,000. A sponsorship study was just completed and the annual revenue just from sponsorship alone is projected at approximately $211,000 (this is a conservative number) and this does not take in to account for revenue generated by concessions or tournaments.

Why Running: Many projects that need to have direction for future success: Infrastructure projects; stormwater, wasterwater, water and the new sports park which all projects will provide a new economic advantage for Elizabethtown.
Have had an open door policy the last 12 years and would talk to anyone about their issues.

Top Issue Beliefs: BRAC-Local officials have worked since 2005 to help implement the Fort Knox transformation outside the post. We will see the need in our county to continue working to make changes to facilitate the transformation projects (road, water, schools, etc.)
Stormwater improvements will continue to be a major issue because there are many areas that need attention
Dealing with state and federal mandates with no financial help.
